This is the ICP (Federal Authority for Identity, Citizenship, Customs & Port Security) spec covering Abu Dhabi and the other non-Dubai emirates — Dubai itself goes through GDRFA with a different, much stricter spec (see the separate GDRFA entry). Confirm which authority is processing your application before using either.
